I found a tutorial for Panels, and in part 5 of the screen-cast the author has created a page to allow users to update content without needing the administration section.

Is there a tutorial about the same topic?

You'll probably want to create a variant for anonymous users and another one for admin users. Each page can then be completely different and independent from the other.

It sounds like what you need to do is enable the panels in place editor.
