I found a tutorial for Panels, and in part 5 of the screen-cast the author has created a page to allow users to update content without needing the administration section.
Is there a tutorial about the same topic?
As it currently stands, this question is not a good fit for our Q&A format. Create a panels page. Then setup selection rules for what user roles can use it. http://awesomescreenshot.com/07chnkvd8
You'll probably want to create a variant for anonymous users and another one for admin users. Each page can then be completely different and independent from the other.
It sounds like what you need to do is enable the panels in place editor.
