PHPBrew must disablebe disabling ctype by default.
Try explicitly installing the extension with
phpbrew ext install ctype
The wording was ambiguous such that someone could think it's saying that you must use PHPBrew to disable ctype rather than what they are trying to say: that the default setting in PHPBrew must have ctype disabled.
