You can try this.It works i think so

$form['formItem'] = array( '#type'=>'text_format', '#title' => t('Field Label'), '#value' => 'This is my value', '#format'=>'full_html', );

$form['formItem'] = array(
     '#type'=>'text_format',

     '#value' => 'This is my value',
