With Drush:

drush php-eval 'node_access_rebuild();'

If you have a lot of nodes you should probably batch it:

drush php-eval 'node_access_rebuild($batch_mode = TRUE)'

With Drupal Console:

drupal node:access:rebuild

Docs: node_access_rebuild()
