Why is jqueryjQuery UI toggle not working onin my D7theme?

I've tried setting up a JqueryjQuery toggle menu without much success. I followed the exact instructions and code from this tutorial: http://mydrupalblog.lhmdesign.com/drupal-theming-jquery-basics-inc-drupal-behaviorsthis tutorial And, but even this simple script is not working. 

Regular JS (like an alert) seemseems to work fine. I have viewsViews installed and it seems the views admin uses extensive JQueryjQuery and workworks fine. Is there something I have to do to enable JqueryjQuery on my theme? Thanks!
