In a Drupal site, page title has ligature set, so ff is a single character and not displayed well. For example, Jeff, the 2 f there is one character. How to make the site to not use ligature in page title?

You'll need to scrub the title and replace ff with ff. Drupal doesn't auto-magically switch this, it was put in there from user input. If you go to admin/config/system/site-information see if ff is in one of those boxes; if so replace it there, as that is your issue most likely.

You should look into using the https://drupal.org/project/transliteration module to prevent issues like this in the future.
