How can I create watermark for image without module in drupal 8 ?

When users upload image then watermark set on that image .

Drupal does everything with modules so strictly speaking it is not possible to add a watermark to uploaded images without a module (even core functionality is a set of modules).

Image effects for drupal 8 is the best method of accomplishing what you're asking (in my opinion).

If you do not want to use a contributed module you can use hook_entity_presave to edit the file with the gd image library manually: http://php.net/manual/en/book.image.php. Of course to do this you will need to create your own custom module to implement the hook.
