I have enabled 3 languages, but I always want to show Admin toolbar (menu) in English, I don't want that to be translated, how can I do that ? If I want to see front end content in Arabic then I don't want to see Admin menu in Arabic.

You can set a separate language for administrator pages on the account edit page for each administrator account.
Under Language settings, set the Administration pages language.
BUT! There is a major core bug related to this feature: if admins are creating fields, the config will be screwed up. See the issue for workarounds.
Admin toolbar module
If the question is specifically about the Admin Toolbar contrib module, you can not download the translation for it. If no translations are downloaded, the module will always show in English.

Your solution is limited to backend only, this is already working for me, that is why i have written front end in my question, if as admin i am seeing front end then there is admin toolbar on top which I don't want to translate.– FABOct 6, 2017 at 8:27

@FAB I'm not sure what you mean by "front end", but there's an easy fix if it's just Admin Toolbar-- don't download the translation for the module. Oct 6, 2017 at 8:30

I did not put the translation file for the module Admin Toolbar, but if I enable module Configuration Translation then also it is translating strings in admin toolbar.– FABOct 6, 2017 at 9:03

Hmm. There's no way I know of to override translations on a per-module basis, so maybe you could make a feature request to have Admin toolbar respect the Administration pages language setting. Oct 6, 2017 at 9:11
