Say I have a view-page showing 10 different items (ten different linked-headings of all nodes of a given content-type).

Is there a way to drag and drop them to choose who will be before who?

Instead of "rigidly" sorting them from Views, I'd like to sort them by dragging and dropping them one above the other, either in Views UI or in the view-page itself.

You will need draggableviews module.

With draggableviews your create one view that sets the order, and create as many views as you like that shows with that order.

The order view is has draggable ROWS so you can set the order.

Alternatively you can use entityqueue module which works in a similar manner.

With entityqueue you create a entityqueue and add items to it and reorder them. To use it in a view add a relationship to it (choosing the relevant queue) and than your view you add sorting Entityqueue: Content Queue Position to use the queue's sorting
