My site uses Apache Solr search and Apache Solr Multisite Search. I need to be able to index some Form API forms created in custom modules so that they return in search results. For instance, when a user searches "construction permits," the Construction Permits request form (a FAPI form) is shown in the search results.

I've searched hours for a solution, but haven't found a way to index forms (or pages) created by custom modules since they're not technically entities (I think?). Perhaps my Googling mojo is off. Any help would be greatly appreciated.

Please note that Search API isn't an option because of the need for multisite search.

    Yes, the Apache Solr implementation indexes entities. Since forms made with Form API are not entities, the modules have no idea about them or how to index them. Same with "page callbacks" from a hook menu item. I see a post here asking the same thing more or less: drupal.org/node/2447069 – Kevin Dec 27 '18 at 3:52
