Configuration:

Docker OS: debian 9 || PHP: 7.2-fpm || Apache: 2.4

Issue:

When going through the GUI to install Drupal, it seems to loop initially. I first get the "select language" dialog box, then I enter the DB settings, it loads for a few seconds and then straight back to the language selection box one more time.

The apache logs:

[Mon Jan 14 15:02:40.624117 2019] [proxy_fcgi:error] [pid 49] [client REDACTED:18854] AH01071: Got error 'PHP message:

Fix:

to fix the issue, I have to go and drop the DB, create a new one and then it run just fine. The following tables are created in the DB at the time of the initial loop:

batch
cache_bootstrap
cache_config
cache_container
cache_data
cache_default
cache_discovery
cache_entity
cachetags
config
key_value
key_value_expire
menu_tree
queue
router
semaphore
sequences
sessions
url_alias
user__roles
users
users_data
users_field_data
+-------------------+

Any ideas on what could be happening ? given that the second time it run successfully, I'm not sure what to check on the configuration side.
