Im new to drupal somebody can help me out on user registration.

user registers on the site by filling in fields which include name ,dob,users email(user1),password and official contact email address(ocea). Once form is submitted ,the email goes to official contact email address(ocea) the user is approved,once approved the administrator will give the final approval. How i can achieve this ,is there any module out there,or i need to use rules module ? Please write back
