`drush dis` and `drush disable` aren't anymore valid, in Drupal 8. Their Drupal 8 equivalent are the following commands. 

    drush pm-uninstall THEME_MACHINE_NAME
    drush pm-uninstall MODULE_MACHINE_NAME
