You can remove the package typo3/phar-stream-wrapper in your composer.json file. By using the command composer remove typo3/phar-stream-wrapper . Then run composer update drupal/core-recommended -W again.

What does composer update "drupal/core-*" --with-dependencies give you? Please update your question.

Mar 4, 2021 at 14:54 | comment | added | avpaderno♦ | drupal/ckeditor_a11ychecker doesn't work with Drupal 9. That is what drupal/ckeditor_a11ychecker 1.0.0 requires drupal/core ^8 in the error message is saying. Version 8.x-1.0 has been released on June, 2016. Only the 8.x-1.x development snapshot has been recently updated (June, 2020) and it's compatible with Drupal 9. | |
